Rukhsana is a Persian-style name used by Muslim families in India and Pakistan, but its origin is not settled. It does not appear as a word in Steingass's Persian dictionary. Name sites usually give 'bright' or 'shining' and link it to Roxana, the Bactrian wife of Alexander the Great, whose Old Iranian name is usually explained as 'shining, radiant'. Persian does have related-looking words: Steingass lists ruḵẖshān, 'shining, flashing', and ruḵẖsār or ruḵẖsāra, 'the cheek, the face', which may explain glosses such as 'beautiful face'. Any of these could lie behind the name, so we give 'bright' as the popular meaning rather than a dictionary one.
